Kolekt EPR Regulation Wizard launched - 100 questions, 3 days, 1 draft EPR regulation
Kolekt has launched the EPR Regulation Wizard, an online tool that helps governments design an Extended Producer Responsibility (EPR) system and produce a draft regulation in just three days.
Most ministries know they need EPR to solve the funding crisis in waste management, but few know where to start. The usual route is a consultancy study, a funding request to a donor, and years of drafting and debate. The bill often passes $500,000 before a single producer pays a fee.
With the Kolekt EPR Wizard, a ministry team answers around 100 questions about how its EPR system should work: which materials are covered, who pays, how fees are set, the role of Producer Responsibility Organisations (PROs), how informal collectors are included, how compliance is enforced, and how the system fits with existing laws. For every choice, the EPR Wizard shows the likely impact on annual EPR revenues, on implementation time, and on support from producers, operators and the public.
At the end, the Wizard generates a draft EPR regulation in the country’s official language, with its existing laws built in. The draft is ready for legal review and stakeholder consultation.
“Every country we work with faces the same problem: waste systems are underfunded, and EPR is the obvious answer, but getting from that idea to a regulation takes years and a large budget. The EPR Wizard puts the key decisions in front of the people who have to make them and shows the trade-offs straight away. A ministry can leave a three-day workshop with a draft law it understands and owns.” Thierry Sanders, Founder, Kolekt.
Kolekt runs the EPR Wizard as a facilitated online workshop over three half-day sessions at standard workshop rates. Participating ministries can keep revising their choices for one year afterwards.
The tool is designed for:
Ministries of Environment starting or revising EPR
Donors and development finance institutions looking for fast, low-cost technical assistance and awareness raising
Advisory firms and waste management companies supporting EPR roll-outs in emerging markets
Kolekt thanks the South Asia Cooperative Environment Programme (SACEP), supported by the World Bank, for inspiring the build of the tool.
